After the formation of the government, the roles are not quite clear because of the absence of a clear vision of the resistance committees.
There is no central command of the committees, but there is a general committee for each city, composed of representatives of its neighbourhood committees. There is an implicit agreement that the organisational structures of these committees are necessary.
