In Source 1, a young boy is riding on the back of a turtle, labelled WTO, headed away from the Free Trade. The boy represents a developing nation, indicated by how malnourished and unhealthy he looks, and the turtle represents the World Trade Organization (WTO). By usingUsing a turtle, which is known to be slow, and having its head in the wrong direction clearly shows the cartoonist's perspective. The cartoonist believes that the WTO is really slow in bringing Free Trade to developing nations. This is supported by the Uruguay Round Agreements. The Uruguay Round agreements we'rewere supposed to have industrial countries decrease their barriers on exportsimports from developing nations, especially in the most important sectors (textiles, clothing and agriculture). It took 7 and a half years, 1986-1993, twice the original schedule, to actually take effect. It can also be seen in the source that the cartoonist believes that the WTO doesn't consider getting Free Trade to developing nations a pressing issue. This can be seen when the turtle states "The world is round. We'll get there"." The turtle isn't concerned about getting to free tradeFree Trade fast, they. They know they will get there eventually, so they don't care if it takes a long time or that they are headed in the wrong direction. But the WTO does contribute to globalization. Globalization is the process by which people, businesses, and other organizations are becoming increasingly interconnected through trade, media, and migration with positive and negative effects on society and individuals. The WTO contributes to this because they are an international body whose purpose is to promote free trade by persuading countries to abolish import tariffs and other barriers. So the WTO promotes the interaction between countries and businesses by taking down barriers that would prevent trade between the two, thus promoting globalization.
